89 Chevy astro not getting fuel?

Ok so Ive changed the fuel pump, fuel filter, injectors,[on the throttle body]. There isnt much to this engine. I pour gas in the throttle body and it fires up so I know there is spark. When you pump the gas to start it drips of fuel come out but it will not spray. Could this be the fuel pressure regulator. I am so lost. Is there anything I can test with a multimeter or something. Im extremely confused and frusterated. Everything including the engine is just about brand new, except for the part that wont let it start of coarse. Someone please tell me some things I can do.
