Has political infighting in America turned the country's foreign policy into a complete shambles?

America seems to be sending lots of mixed messages to the world. European allies led the Libya operation, with apparent American support, only to have the rug pulled out from them in the crossfire of the country's partisan politics. And not to mention Israel which is tossed back and forth by American politicians like a political football.
