Up until 2009 were federal regulators regulating anything (read all details)?

The ICC did nothing, The chemical regulators did nothing, the food regulators did nothing, the banking regulators did nothing...Were they all just not doing nothing or is it just me? PLEASE GIVE ME A STRAIGHT ANSWER.
